They do have USA dedicated servers. I'd imagine the latency to Chicago would be decent if you pick one of those, but you might want to try a ping test tool to a sample IP if they provide one.

Yeah, they have specific USA data centers. So it shouldn't be an issue for traffic within the US. Much better than routing through India if your audience is mostly here.
